Big systems do not move but the sun does so you COULD use a mirror to reflect & redirect light that other wise would not be utilized at times other than NOON. Even ancient Egyptians used mirrors to redirect light indoors from outside. I fail to see your logic. The lens could magnify light going to & coming from the mirror, no police no rule there.

A convex lens in front of the panel would also serve to concentrate the suns energy onto the panel itself. Its the same concept as the LED flashlights that do not need batteries. The light is magnified with lenses then concentrated with a bowl shaped mirror.

Solar energy is free, capturing the energy IS NOT.
It is not feasibly possible for a single home to self-power itself using solar only, especially if they utilise air conditioning and other power hungry products unless they have a good deal of land.
Centralized power stations allow for larger scales of economy and can be built on land that is not useful for homes or farming.
